What is RTI (Right To Information)
This Act Right To Information act of Parliament received the assent of the President on the 15th June 2005.
This Act provide for settings out the practical under the control of public authorities,in order to promote transparency and accountability in the working of every public authority.
Information is necessary to form and express opinion,dissent or support on any matter.It is part of act 19(1)(a) .It is very important for the protection of the Rights.
Right To Information act 2005 is only to provide every public information to every citizen of India,a person who desires to obtain any information under this act shall make a request in writing or through electronic means in Hindi or English or in the Official Language of the area.
According to this act there are authority to apply for information or to appeal.
(a)the Central Public Information Officer or state Public Information Officer as the case may be of the concern public authority.
(b)the Central Assistant Public Information Officer Or State Assistant public Information Officer as the case may be.
An Application making request for information shall not be required to give any reason for requesting the information or any other personal detail except those that may be necessary for contacting him.
Where An Application is made to a public authority requesting for an information.
1.which is held by another public authority .
2.subject matter of which is more closely connected with the function of another.
The public authority to which such application is made shall the application or such part it may be appropriate to that other public authority and inform the applicant immediately about such transfer.
What type of information cannot be given under RTI
-Information disclosure of which prejudicially affect the sovereignty and integrity of India,the security strategic scientific or economic interest of the state relation with foreign state and other.
-Information which has been expressly forbidden to be published by any court of law or tribunal or the disclosure of which may constitute contempt of court.
-Information disclosure of which cause a breach of privilege of parliament or the state Legislature.
- Information including commercial confidence,trade secrets or intellectual property,the disclosure of which would harm the competitive position of a third party,unless the competent authority is satisfied that larger public interest warrants the disclouser of such information.
-information available to a person in his fiduciary relationship,unless the competent authority is satisfied that the larger public interest warrants the disclouser of such information.
-information received in confidence from foreign Governmental, Information that disclouser of which would endanger the life or physical safety of any person or identity the source of information or assistance given in Confidence For Law enforcement or security.
-Information which would impede the process of investigation or apprehension or prosecution of offenders.
-Cabinet Paper including record of deliberation of the Council of Minister Secretaries and Other Officer.
How To File RTI Offline
First of all it is very important to understand that what type of question you can ask we have already discussed then Your question should not be technical.
It is very important to remind that language of the application should be clear and easy to understand,then you can send this to public information Officer.
Make an Application to Public Information Officer then in the second line write the Department Address and then in the Subject write Right to Information Act 2005 after this you can write your Questions.
After writing Question you write your full name address and write about the reply of question means you want hard copy or reply by mail id this is very Important process because only by this they will decide to how to send back your questions reply.
After Writing this Letter go to your nearest Post office and take indian Postal Order and fill it properly,for this IPO you have to pay 10, 11 rupees only or may depend on your state rule, then insert this with your letter and post it on the department address.
For example if you want information from electricity department in the letter and on post address it should be mentioned under the Public Information Officer.
They will give you reply within thirty days,if didn't get any reply then you can appeal to central Public information Officer then they will provide you information and could take action against that officer.

Now you can send this and after 30 days or within 30 days you will get all answers from that Department.
